'A day of hope and optimism': Premier praises Victorians' fight against COVID-19

It is the second day in a row that the state has recorded daily increases below 30. On Saturday, there were 21 cases recorded – the lowest daily tally since June 24. Premier Daniel Andrews said the figures offered cause for optimism.
