Albury and other NSW local government areas along the border have had their "extreme risk" designations downgraded, but the dumping of Wagga, Lockhart, Hay and Murrumbidgee from the border bubble is a strong pointer to Victorian Premier Daniel Andrews being prepared to crackdown even harder on border towns.
